To Whom It May Concern: 15 March 2005 It does everyone good from time to time to look into their hearts to see how we can do business better. What is our goal at the end of the day is to make sure that the taxpayers get an honest product for an honest dollar. Was the civil service personnel system of needing some changes and improvements absolutely yes? Is our current system broke absolutely not. In any business there are both good/bad employees and good/bad supervisors. In the fact gathering stage for whom is the data coming from? Is it coming from the good employees that were hired for the right reasons or is it from the wrong group who are hired for the wrong reasons? Before any program is implemented it should be thoroughly investigated and the issues resolved. This just makes sense and it is the fair way to do business. Having a special opportunity to deal with the great members of congress the issue of if NSPS does not work we like to finger point across the aisle and we would like to hear about the items that are not working. Let us not disrespect good and honorable men and women by solving problems after the fact. Employees have the right to come to work and be treated with respect and dignity. On one visit with a legislative assistant for whom we dealt with the comment was made that we have to have faith that all the supervisors that are hired are the most qualified. All of us know about supervisors that were not hired for the right reasons. Job performance is very subjective. Are pay and performance going to be based on facts or subjectivity? I hope and pray when it comes to my individual pay it is based on facts versus perceptions and subjectivity. We very much do want to reward the most qualified employee. In our efforts to do this are we going to create an environment where fear of not receiving our full pay or additional pays in more important than giving the taxpayers an honest product?
