I STRONGLY DISAGREE WITH THIS PROPOSAL. IN MY OPINON THIS THING IS TOO VAGE AND LEAVE A LOT OF POWER TO ONE PERSON WITH HARDLY ANY GUIDELINES. SO AGAIN THE CIVIL SERVANT LIKE MYSELF WITH 25 YEARS OF SERVICE CAN BE SCREWED BY PERSON WHO DO NOT LIKE YOUR PERSONALITY. PARTS REGARDING PAY INCREASES ARE BEYOND ME, THIS PROPOSAL SUGGEST PAY DECREASES BASED BY ON LOW AS A 1ST LINE SUPERVISOR JUDGEMENTAL CALL WITH NO RECOURSE FOR THE WORKER (THIS IS MIGHTY CLOSE TO DICTATORSHIP). THE REDUCTION-IN-FORCE PROPOSAL PART IS ALSO MIND BOGGLING, 20 SOMETHING YEARS OF DEDICATED SERVICE WILL MEAN NOTHING DURING A (RIF); BUT AT THE SAME TIME SENIORITY COUNTS IN THE MILITARY, CONGRESS , HOUSE OF REP., AND JUDICAL SYSTEM.
