Under Subpart C 9901.334, it states that if you do not receive a rating of record of "unacceptable", you will not receive any pay increase under this section. This does not seem fair since your rating of record comes soley from your supervisor which may not be your #1 fan....herein lies the subjectivity factor that will cause morale to plummet within the workforce. This cost of living/locality pay increase should apply to everyone regardless of their rating of record......hence the name "cost of living pay increase" and not performance-based rating of record. Under Subpart C 9901.342 - performance payouts sounds good until it comes to the words, "....distribution of available performance pay funds....". Sounds like there is an established amount not to increase or decrease without an act of Congress and result in "pay pool fights" to get the most money. Now if there was not an already established amount with some sort of fair distribution set up, this would work better.
