Comments:
Para. 9901.105 and 9901.332 wrt the issue of local market supplements(LMS). The present stated structure for local market supplements(otherwise known to me as COLA's) which are to be determined by OPM /DOD are not supportive of government workers expectations. For 22 years as a civil servant, I have worked and relied on COLA's to offset yearly tax and insurance increases. That was the original "handshake" deal with the government when I signed up for public service. Giving DOD/OPM sole power of distribution(in lieu of Congress) of LMS and no required yearly timeframe to keep up with cost of living increases is not good business practise and trustworthiness.
