Comments:
On page 7570 of the Federal Register/Vol 70, No. 29 dated 14 February 2005, Section 7 paragraphs 1 and 2 state that to carry out its national security mission DOD must be able to respond quickly to various circumstances. While I do not disagree with this assertation I would request that specific incidence where the current GS personel system has hindered this requirement be provided.
