My comments are specific to three areas. I'll first start with "Pay for Performance". There is no indication that bias and partial rating will change so why change there current syste?. It has been my experience that the rating system has never been about performance and more toward who the supervisor likes or dislikes. Also, with the new pay system this can ruin an employees chance for advancement. Second, Labor relations NSPS, in my opionion, will limit an employees rights everything about this hints more toward a private industry where employees have little to no job security and almost no representation during a dispute. And third, pay bands will only demoralize employees and cause them to leave federal service. With the current system, we are garunteed yearlt pay raises regardless whether or not the supervisor does not think you are "performing". Overall NSPS seem like a smoke screen to limit federal employess in all capacity.
