I have several concerns with the proposed changes. While I agree with the concept of efficiency in the making, I am afraid that this will not accomplish what you seek.The dead wood will now regrettably be able to promote the deadwood faster actually.The protection of positions through time in grade requirements,etc. actually also made it harder for deadwood to get promoted improperly. Second, many people remain serving in the US govt. despite lucrative offers elsewhere.Statistics in interviews have shown that part of the reason folks stayed in US service was for the stability that this service offered.This stability was valued even above the extra compensation that outside employment may have offered. Further, stability in position/location is currently available until one reaches GS-12,when a mobility agreement may be required.Under the proposed system such stability would not be assured. Again, stability is part of the reason some continue to serve within the GS system. Consolidation may have been more workable in Ashcroft's reorganization of Homeland security. Homeland security is not the entire federal service system. Thank you for your time.
