The new NSPS system seems to be void of details, but we are expected to comment on its merits? From the few details that seem to have been fleshed out I feel that employees will have no recourse in any personnel actions taken against them, and will basically be at the mercy of a supervisor, that may or may not like them personally. What incentive will an employee have to work as a team member and assist fellow employees in the accomplishment of their tasks when they are competing against each other for the same pot of money. What type of training will supervisors receive that will make them qualified to determine employees job performance on a fair basis, as well as there entire salary when we all see that favortism runs rampant in the federal government now, and the new system will make supervisors nothing short of little gods wielding supreme power over their employees? I don't see where this new system will help to bring in the cream of the crop into the federal workplace, as I anticipate when they get a look at the new personnel system not too many people will be interested in working for the Feds in the future. You have sucessfully taken us back several decades in employee rights and laws and will sucessfully destroy the morale of the Federal Workforce. Your new system is essentially telling us what you really think of us, and how much you value what we do for our nation and the support of its citizens and troops...........
