Comments:
One of the hallmarks of the US Civil Service is that it is relatively free from political pressure and influence. The proposed changes, without the current personnel safeguards, will inhibit the ability of DoD employees in making the tough, but correct, decisions. Job protection, through union representation and MSPB review, is vital to maintaining a strong and independent civil service. Without these safeguards, employees can be pressured to make the poliitcal decision, not the correct one. It will harm the independence and quality of our government.
