After reviewing the proposed rules, and as a long-time loyal Civil Servant I am highly concerned about the long-term affects of the NSPS. We are currently receiving cost-of-living increases and each of us know where we are on the pay scale as well as when we can expect our next step-increase. In addition I fear there may be insertion of additional years required above the current high-3 now used to figure the dollar amount to be received in retirement. My concerns continue when I look at a system that I believe could result in unhealthy competition of employees as they vie for top positions in pay banding. For instance, even though I am a conscientious employee who always tries to do my best, I might not be overly eager to assist a fellow employee if I knew it would raise their portion from the pay pool, while lowering mine. This could, and I believe probably would, have a very negative effect on overall productivity. --- In summary, I cannot believe this new NSPS system will benefit government employees, and with the human element so much a part of pay decisions, it could have an extremely negative affect on productivity and moral in the workplace.
