All I can say is that I'm really glad that I can submit my retirement anytime I want to. I don't fear the pay for performance portion of this system, as I've never received a performance appraisal less than exceptional, but I do fear the morale degradation that I foresee as a consequence of this system. The good ol' boy network is already alive and well in the selection process for positions and now it's coming down to annual pay. I hope the powers that be aren't so naive that they think that personality won't play a part in the parceling out of pay raises.
