I don't think any of the process that you wish to implement are good for the civilian workforce. The process in place may not be the greatest by it's has worked for many years. The system that you plan to implement will leave a lot of important issue to people that souldn't have that power. I don't think one person should be allowed to make decision regarding ones future employment or weather they should get a raise or dock in pay. There a system in place where if you are not liked by you supervisor he can determine your future. Just like on active duty if your aren't one of the boys you don't make it. Scratch this system you are going to implement and let the workforce make the decision!!
