Will NSPS have a mechanism that allows employees to have an input in the rating of their supervisors. Under the current system, many supervisors were placed in their positions based upon their technical knowledge and not on their management and people skills. This leads to "good old boy" situations where some employees favored by the supervisor get recognition while others do not. NSPS has the potential to make this situation even worse. Employee's should have the ability to comment on their supervisor's communications skills (e.g. does the supervisor listen to the employee?, is he/she willing to deal with bad news?, are regular staff meetings held?, are employee questions answered?). Supervisor training may or may not help. Without accountability, no amount of training will help. I have seen supervisor's go to training, put the book on their bookshelf and ignore what they were taught. Supervisor's need to be accountable to senior management and to the people that they supervise. Enlightened management requires significant people skills and accountability. These are often lacking in today's system. I don't want to see this trend compounded by the new system.
