Having read several of the comments they all seem to be against the new personnel system. I too agree. It appears that mangement will have broad discretion on individuals performance after implementation of the new system, who's watching the managers. Are we to assumed that all manager's are fair in their decision making and performance of individuals. Not so. One thing we can say for sure it that your experience and dedicated employees who come to work to work and not to grin and smile at dull jokes will not advance. In the long term the government will suffer. Individuals will be in positions that do not deserve to be there. After being employed with the government for 33 years I have seen a lot decisions made based on color and the good old boy network. If it were not for the present rules and regulations currently in effect the outcome would have been much worse. I agree that those individuals that to not perform should be either put on probation or eventually terminated. Will civilian employees assigned to duties the military normally performed and are displaced suddenly receive housing allowances and other perks like the mililtary received? The government is here to serve the people not generate a profit so we cannot operate like the private industry.
