I am concerned with the Pay Band proposal. In this situation, as a supervisor in a GS-11 position, I could potentially have some of my employees who are GS-9's and GS-5's making as much as me. I am also deeply concerned about the locality pay. Right now we get 16.51% locality pay which is not even close to being where it should be. Houses in halfway decent areas run over $400,000...the locality pay should be raised to over 30% not lowered or eliminated. I think this system could cause a great deal of friction. Case in point, you have 23 civilian employees...13 are doing a wonderful job and deserve a raise, but the organization only has enough money to give raises to 5 people...the other eight people who have been doing a wonderful job are going to resent the five who did get the raise...especially where favoritism is involved. There are a lot of issues where in certain organizations or sections the NSPS system frankly will just not work.
