9901.313 (a) & (b) plus 9901.342 It appears that civilians will be subject to the competency of the financial planners in their organization as to whether or not adequate funds are available for properly compensating employees. An agencies budget needs to be set by detailed DoD formulas based on the workforce. Yet, the system needs to be flexible enough to add funds into (or subtract funds from) the budget at any time during the year.
