I believe that NSPS will be a travesty for Federal DOD employees. Subpart C Pay, Sections 9901.301 to 9901.373 Why is the COLA now going to be based on performance. This is an increase in wages to help in meeting the inflation of expenses such as health insurance, food, gas, etc. Why does NSPS need to change locality pay. This pay in a percentage of salary that is across the board to again help supplement wages in geographic locations where the cost of living is higher? Very vague in how this would work. As a matter of fact the whole document is vague. A lot of, implementing issuances, defined as, documents issued at the Departmental level by the Secretary to cary out any policy or procedure. These isssuances may apply Department-wide or to any part of DOD as determined by the Secretary at his or her sole and exclusive discretion. This terminology is used numerous times throughout the NSPS document. The document does not clearly define anythng other than the Secretary can implement what ever they want, when they want and to whom they want. Where is the guidance and directives to review so you can actually comment on a solid document instead of the vague document that lacks any crucial details on the pay, promotion and future of the Federal Worker. The fact that they are using National Security as an auspice for implementing NSPS insults the intelligence of the public. Subpart F Workforce Shaping - 9901.6012 to 9901.611 Where is the incentive for continuing in a career in the Federal workforce when seniority is the least factor for retention. An employee with signifcant less time but with a slightly higher performance rating will be retained. ex. 25 yrs. Outstanding rating. 3 yrs Excellent rating retainded. Huh??? This is an outrage. Subpart C Pay, Sections 9901.301 to 9901.373 Who controls the pay pool? Current funding is guarenteed for COLAs, step increases and Locality pay? If DOD is required to fund the pay pool what happens when funding is unavailable. No money, no raises. Who manages the managers? Why is a managers money is the same pay pool as the worker? When they are the ones rating and deciding your pay. Again this is outrageous. I am a 23 year Civilian Employee, who is very concerned about my future salary and career with the Federal Government. NSPS can impact my quality of life now and in the future in a way that is undetermined. Give us something that is defined so we know what the future holds, not a vague, undefined, unclear document that in all aspects looks like an attempt to dismantle the Federal Civilian Service.
