Hello. DoD cannot dangle a "carrot" out there for employees, and then, at the end of the year, not have enough "carrots." The employees I have talked to all have doubts that DoD will have sufficient funds to reward its employees. If they do not have the funds, employee morale will certainly suffer, and performance goals will have little to no meaning. Numerous people will leave federal employment in this scenario. Some people think that is what DoD is aiming to achieve.
