I have looked at the NSPS and compared it with what is currently in place. Without even seeing what many of the 'new' vs. the 'old' ramifications are, it appears to be arbitrarily assembled, incomplete, and potentially dangerous to current employees. I have not even mentioned cost; any major restructuring like this is going to cost money, time, labor, etc. How many millions USD? How many low-level [e.g., GS01-GS08] employees were involved in this decision, if any? If I cannot expect to get a fair evaluation now, how is NSPS supposed to help? Time, effort and money would be better spent training supervisors on the civilian evaluation system, more training for current employees on job skills and ESPECIALLY their rights / responsibilities and entitlements. I cannot remember when we had that type training last. FTUS support for AGR soldiers may not be stellar, but it certainly is compared to MT / DAC civilian employees. If more emphasis is put on the above listed areas, money would be saved, we would not end up spending so much energy [money/time] on a 'new', untried system.
