My only comment/concern is how will NSPS effect our career development programs. I am currently an intern with nearly 5 years of federal service. Upon successful completion of our degree and intern program, we are compensated by receiving a noncompetitive GS 7-9-11 over a period of 3 years. I understand that the new pay band actually incorporates these 3 GS pay grades into the pay band range...but...these are suppossed to be NONCOMPETITIVE raises. How will we be compensated NONCOMPETITIVELY for these raises in regards to the new NSPS system? I've given 5 years of dedicated service and also dedicated schooling and training to be awarded with the NONCOMPETITIVE raises...I feel it is only fair for this policy to still be honored when NSPS becomes effective. Its a blessing to have this job while in college when so many other college graduates are still unable to find work, but I do feel that the interns in all of the programs such as PALACE Acquire, ACWA, Copper Cap and also the locally funded developmental internships at bases across the country should be compensated according to their initial hire agreements. Please don't take that away from us, we've spent too much time and we've worked too hard to not be compensated for it...especially for those of us who have student loans to pay off after school.
