What's the rush? I've worked for the Army for 25 years, including a recent tour in Iraq, and I fail to see the urgency. But what do I know.... My suggestion: Slow down, let DHS implement this first, and have them work out the bugs. Why have two agencies inventing the wheel at the same time?
