Subpart C, 9901.322 of NSPS makes it clear that agency "funding avaiilability" will rule over pay if this is implemented. The purpose of NSPS is to reward performance, but the reality is that a high-performing employees will have their pay cut when funding is not made available due to other funding requirements. Proposed changes to "pay-for-performance" in reality will become a means to reduce cuts in federal budgets by reducing employee's pay. Pay will also be cut to fund other agency/manager projects, new Mgt. Offices, furnishings, etc. Cronyism and favoritism that the current pay system was designed to eliminate will be back, which will have a negative impact on employee moral and productivity. Why the current rush to implement without much more time to discuss or try more pilot programs to determine impact. These changes should not become law until there are more full and oepn discussions on this issue.
