The original intent of Civil Sevice Reform was to discontinue the practice of nepotism perpetrated by a few individuals who abused their power. By implementing NSPS, America will re-invent this abuse of power in the form of contract nepotism, and the Federal Government will miss the mark of its intended purpose. NSPS was devised, or concocted to allow for employee workflow and transition to be smooth. Employees should be able to move from project to project to achieve cost effectiveness in lieu of being hired to a position and lingering on long past the project completion date. Contrarily, the Federal Government will not achieve the results originally intended by this program. Contractors, with little or no government experience will replace seasoned and mature employees who have achieved in-house knowledge and understanding of the system and know what is necessary to get the job done efficiently, effectively, and accurately. This represents a loss to the Federal Government, not a gain, and will be revealed within a short term (3 years) according to leading experts in the field of Leadership and Management. Instead, the Government should have implemented a system of continuously required education for current Government employees, and as a leader, help pay for it. This would have achieved the goals of the Federal Government and employees because employees would achieve greater life-long success. All new employees would be subject to the the new requirement. Pay Banding As many have already stated, pay banding will achieve nothing. It will end up putting money in the pockets of the few executives who accept cheaper contracted bids and hire and fire contracted employees to achieve so called 'cost savings'. In reality, this will cost the taxpayers more in the end because when you buy on the cheap - you get cheap! There will be little lasting value to the purchases we make and the knowledge base of the employee work-force will be nill to none. We Lead People and Manage Things! NSPS will turn people into units or things to be traded or walked on - like carpets! Please reconsider
