Comments:
General comments: 1) NSPS has numerous vague and undefined provisions. 2) NSPS will be a system completely open to abuse by managers and supervisors, especially in area of raises and bonuses. 3) NSPS will destroy civil service protections. 4) NSPS will reduce Federal pay overall. 5) NSPS will basicly destroy collective bargaining for covered workers. 6) NSPS will abolish seniority rules on layoffs and Rifs. 7) NSPS will coerce workers into unwanted deployments.
