In two words I can sum this up.....it's fishy. Having the Secretary of Defense as the head and final word of the NSPS system leaves me with a bad taste in my mouth. My concerns are many. Pay banding is not a good idea. The GS system has worked for many years and now they want to spend more taxpayer money fixing something that isn't broke. We are trillions of dollars in debt now. What a legacny to leave for the next generation. Government workers were once somewhat protected by the MPB and labor unions from corrupt management practices but will not be if this is passed. This is TQM at it's best. Within-grade increases, annual pay increases, etc., will go away for good. This is just another tool for management to use to get their way with employees. "Do as I say, not as I do" applies. This is a case of Fraud, Waste, and Abuse of power. We will be stuck with this system regardless of it's many flaws if this system is allowed to go forth. Ethics and morale standards; i.e., standing up for what's right does not matter. Whistle-blowers will not be protected. What about senior management officials, those at the top, who are they responsible to? How will those SE'S be affected? Or more importantly, will they? Seniority should be allowed to continue. Someone who has worked for 20 years should matter more than someone with 6 months service. No individual should have to go to a foreign country, where they are subject to the laws of that country to keep their government job. Many times they encounter a hostile work environment. Civilians will be placed in direct harm's way to keep their government jobs. The choice is clear, the government's way or the door. We will become more of a dictatorship instead of democracy. No reason exits now to take away our right to bargain or grieve. The present administration has given a carte blank check over to Halliburton and it's subsidiaries in Iraq. Big Business controls Capital Hill now. Do not let this happen to us. Jobs will go overseas to the cheapest bidder (country) regardless of their tactics or who they might be tied to. We should all have the right to participate in the grievance and labor union processes. Who will look out for the interests of all citizens?
