There are not enough specifics or facts in the proposal. It appears that DOD is making the rules up as they go along and excluding employees, unions, and other government agencies/businesses to seek input or lessons learned on implementing the vast changes being planned Changing the entire Civil Service system is not necessary to gain the benefits (reward performance, streamline hiring, etc.) being touted by DOD leadership. Modifying current performance evaluation, reward criteria, and hiring policies will achieve the same results without stripping employees of their current protections and union representation. The most disturbing element of this whole process is the insinuation that changing the civil service system will improve the nation's security and defense. If the civil service system really had a negative impact on our nation's ability to defend/secure itself, the system would've been changed a long time ago or we would've lost all the conflicts (Korean War, Vietnam War, Cold War, Gulf War, OEF, OIF, etc.) we've been involved in since the system's inception.
