My comment will not address a particular section. My comment to this whole NSPS is it will not be as affective as our government thinks it will be. What is happening here is the "good ole" boy/girl mentallity has finally been formalized. This process is giving to much power to supervisors and managers in determining the rights and lives of individuals. I totally agree that slackers should not be afforded the same pay as the high performers, however, if managers and supervisors were also good leaders the civil service system would not be in the terrible state it is in today.
