The NSPS completes the dismantlement of the Civil Service by eliminating all vestages of 60 years of experience and wisdom. Under Vice President Al Gore's Streamlining the Government, all of the Federal Personnel Manuals and all of the Civilian Personnel Regulations were discarded. It was a total loss - nothing was salvaged. NSPS completes the process and institutionalizes the means and methods for politicizing the Federal Service, exposes the civil servant to subjective reasoning, favoritism, and prejudice, and successfully eliminates the concept of true merit. Everything that we've learned in the last 60 years about merit, objectivity, fairness, and a level federal employment playing field is swept away by NSPS. There will necessarily be undesirable consequences, first for the federal employee, for the government itself, and subsequently and increasingly to the taxpayer.
