NSPS will become a tool for doing great mischief by some supervisors or gate keepers/paymasters who will abuse the system. They will use it to "get even", show favoritism, and/or reward activities that are not mission/work related. These kinds of problems exist now but there is much less harm that can be done under the existing system. I see very negative unintended consequences that will result from the system administrator's ability to periodically raise or lower a persons position in a pay band. It will be very hard to develop a personal budget on which one can count as one shifts position in a pay band. This can lead to financial instability, which will distract a good employee from doing the best job he/she can. Another unintended consequence is the creation of discontent that will also be a distraction from good performance. As we understand the sytem, the pay allotments are a "zero sum game" where if one person gains, another has to lose. This will develop an unhealthy "cut throat mentality" and dissention in the work force. This will lead to a climate where people will refuse to help each other fearing one will be financially rewarded while the one who helped is or could be setup for a financial loss. Those who are favored will be given more high profile "sexy" assignments. These assignments will not necesarily even relate to the mission, and will take them away from their regular work. They will be rewarded. Those who are left to pick up the work of those given the higher profile assignment will remain in the trenches doing their own work plus the work of the one doing the more high profile assignment. They will take on this extra work without reward and possibly less pay in the future. From years of experience, I can state, without hesitation, those that pick up the slack left by the favored few are never recognized This will not engender the good will and esprit de corp necessary for a well run fine tuned military organization. This pay scheme is not in the best interest of a military orgainzation. It will distract the people from their vital job.
