While the system that is in place is far from perfect, it has been set up with checks and balances. This change is nothing but the "Good Ol Boy" system and in the long run will hinder hiring into the DOD system. I do agree that hiring practices probably need to be looked at and changed but that has nothing to do with pay for performance. If this is about saving money, get rid of the CPAC GS-12's that only tell you what website to visit! In closing, next time you put out something that you want comment on you might try writing it so it is not like reading through swamp water. Also, stop playing on our sense of pride and dedication using the 9/11 reason for changing a system, while not perfect works.
