Comments:
1.Put supervisors in a separate pay band than other employees. 2.Firefighters should be in a separate pay band, because they get paid differently than other GS employees. 3.Make sure that DoD funds the pay pool consistently across all of DoD. 4.Do not have the rating period end in September (end of Fiscal year) or December (end of calendar year). 5.The appraisal system is designed to find fault with employees. If you have to rank each employee, from top to bottom, a manager will be forced to find faults with employees to justify ranking one employee higher than the other, even though they are both great performers. 6.Rank employees who have the same type of job and have similar duties. How would a manager rank employees who do different functions? How can a manager decide who is performing better, if the employees aren’t doing the same duties?
