Comments:
I'm writing to you to share my concerns about cost of living increases not being given under the NSPS. While pay banding may or may not work, the cost of living increase should not play a part in the new system. If cost of living increases were not needed, congress would not be authorizing them in the budget for military or civilian personnel. This is counter productive when trying to retain/hire personnel. For this reason I oppose the implementation of NSPS.
