I have general concerns about the new NSPS that weren't clearly addressed in the regulation: 1. How will NSPS be applied fairly and equitably? (pg 7556) 2. When will we be able to read the directives, instructions, manuals, and other issuances that provide the detailed procedures needed to implement the system? (pg 7557) 3. The reg states that DoD is committed to providing its employees, supervisors, and managers with extensive training (pg 7562), when will we receive this training? How long will it be? How will supervisors be trained to remain fair and objective during appraisals? 4. What types of measurements (KPPs) will be used to measure performance? Who will outline those measurements/objectives? I think change is needed and in theory NSPS should help weed out poor performers, but there are too many concerns and issues that are not being addressed properly and clearly. These need to be communicated to the workforce before implementing NSPS.
