I'd like to address the bands that have not been defined or made public. Most everyone's concern is fueled because they don't know if they'll be in good or bad position when the conversion is made. I'm currently on a GS-13 temporary position and my fallback grade is a 12 step 7. If I'm in a band that includes the GS13 salary then I might benefit from this change but if the band does not include the GS13 salary I'm probably not going to have much potential for future increases to my salary. Why haven't the bands been made public knowledge?
