I went to work under Civil Service in 1955. I retired under the same system in 2001. That system provided a fair General Schedule pay system for me and other workers for many years. I feel that the system now being proposed is a step backwards to a time which formented a corrupt system of civil service employment which, in too many cases, rewarded the political party in power. Also, I feel that when changes are being proposed such as this that someone's rights are being erroded. The current system has enough checks and balances, provided they are used. The current system provides a certain continuity of civil service leading to stabilities of employment expectations. The "golden handcuffs" were removed with the advent of the Federal Employees Retirement System. A new pay system such as proposed will lead to further employee turnover and workforce instability.
