I HAVE NOT FOUND THE PROCESS IN WHICH ONE CAN BE PROMOTED FROM OUT OF ONE PAYBAND INTO ANOTHER PAYBAND. IS THERE ANY PRINTED INFORMATION AVAILABLE FOR PROMOTIONS FROM ONE PAYBAND TO ANOTHER ? I WOULD LIKE TO SHARE MY EXPERIENCE WITH PAY-PERFORMANCE. BASED ON MY CURRENT STATUS, UNDER THE LABORATORY DEMONSTRATION PROJECT (THE MEDDICAL RESEARCH AND MATERIAL COMMAND), ONCE I WAS PLACED IN IT, I HAVE NOT HAD A PROMOTION SINCE 1993. IT APPEARS THAT IF SOMEONE COMES INTO A PAYBAND SAY, (LEVEL II, GS-5/6/7/8/9/10/11/12), IT WOULD TAKE MORE THAN 20YEARS TO REACH GS-12 LEVEL PAY. I HAVE BEEN DENIED A PROMOTION THREE TIMES DURING MY TIME IN THIS CURRENT PAYBAND, I WAS NOT PROMOTED DUE TO A VERY LARGE AMOUNT OF PAPERWORK THAT MY SUPERVISOR REQUESTED ME TO FILL-OUT. I CAN REMEMBER WHEN A SUPERVISOR WANTED AN EMPLOYEE TO BE PROMOTED HE/SHE WROTE A STATEMENT REQUESTING ONES' PROMOTION AND IT WAS DONE!. IS THIS NEW NSPS GOING TO EASE PROMOTIONS OR IS IT GOING TO TAKE A LIFETIME CAREER TO OBTAIN A PROMOTION INTO THE NEXT HIGHER PAYBAND?
