Pay banding would be fair only if that person seriously deserves this, there is still a lot of degrees not outlined that a person would deserve this or this would create more of a "good ol boys club even worse". A PD has always been a description of ones job plan. You do not need to have a specific plan because it would be in their pd already. Also through bad practices in which I have seen would be able to set sometimes unrealistic goals and this would create extreme stress and worry and make your job hell. WE as government employees like the standards we have and most do a good job and this is an attack on our standards and rights of others with the power management will have this a waste of an proposal leave things alone if they work.
