Comments:
After reading some of the comments I can see both sides. When I was a WG employee I would be upseting to see people get rewarded for doing almost nothing. When I was a first level WS supervisor it was upsetting that I could not do more to disipline the nonperformers, so in one way this can be a good thing. However, I can see how this new system can and will be abused by some members of management. This happens today with the system we have now, I'm afraid it will be much worse with the new system. Most of the people in civil service are hard working and honest but there will be a few that will take advantage of this kind of power.
