Comments:
My concern about NSPS is the power given to the supervisor. If an employee doen't stay on the Supervisor's good side, he/she may never see performance bonus or step increases. There does'nt seem to be enough checks and balances in the system. There will be a greater tendency for brown-nosing, which will breed dishonesty, discontentment and malicious character flaws.
