My comment addresses Pay and Pay Administration-Subpart C, Performance Payout, page 7560 and Paragraph 9901.342 Performance payouts, (d) Performance payout, (4), page 7583. Please change the proposed rules so that when a person, who is at the top or near the top of their pay band, receives a performance payout, the full performance payout will become a part of their base pay. This is important because base pay counts toward retirement, bonuses do not.
