Overall I have similar comments to the NSPS as contained in the Government Accountability Office Report GAO-05-391T "Human Capital - Observations on Final DHS Human Capital Regulations". Although this report reviews the Department of Homeland Security regulations many of the comments apply to implementation of NSPS. Please read the GAO report and make improvements to the NSPS, as appropriate.
