I've been working for DOD for over 30 years and I've seen alot of stupid things but, this one takes the cake. What you are doing is making Civil Service a job for all the "good ol' boys". This new personnel system is going to allow the firing of good workers because they are not in the clique and the hiring of people who really don't know the job but are popular retired military. This has been going on in a somewhat limited fashon here at McChord for as long as I've been here. Now, with the new system, it will be the norm. The new system is counter productive to moral and job security for many civil service workers. You are taking away what little unoin representation we have. You say you're not trying to get rid of CSRS employees. The new system has made it pretty obvious that people who are close to retirement are going to be terminated if they don't retire first. There is no way for them to fight it, because we have no representation and no real regulations to help us. Cronyism is a sad thing and it will make the DOD a mess. You know the old saying "if it aint broke don't fix it".
