I'm currently a permanent employee on an upward mobility(automatic promotion with no competition before reaching target grade level) working as a contract specialist, GS-07. I have a target grade level of GS-11. Under NSPS, will I be evaluated differently? What can I do to prepare to reach my target grade level? Will I still get the automatic promotion with no competition until I reach my target grade level of GS-11?
