We all know that within any organization there exists the good old boys club and the Government is no different. In most a cases the ones that are in that club are the ones that will be making decisions concerning our pay increases, which leads to those deserving of the pay increase with nothing and the members of the club getting richer. How is this new system going to protect/guard against this from happening? For example, I may perform just as well or better than John Doe, but because John Doe and my supervisor are buddy-buddy John Doe will get the pay increase and I will see either a minimal increase or nothing at all. At least in the current system I know that I will receive my step increases just like John Doe.
