I think that you will have a DOD of "Yes Men" when NSPS is finalized. When you put total control of a persons earning capabilities in the hands of a few managers, who is going to step up to question anything they are told to do, this is what makes an efficient workforce, people have the freedom to question work practices and offer suggestions for improvements. I have worked for DOD for 29 years and I see huge partiality regarding military managers who mold civil services positions for themselves and their cronies setting themselves up for retirement from the military. People who must make a living will latch on to a manager who will take care of them no mater what. The NSPS will have workers loyal to managers who will give them raises, not to DOD as it is now. I here people talk about lazy civil service workers and I don't see it, I am a mid level manager in a MEDDAC and I see a majority of employees who will stay late and come in early to take care of patients, they are proud of their government service and dedicated to the customers they serve, they don't ask what will I get in return, because they know their pay increase is not based on someone's whim, they have a job to do and they do that job. You are punishing alot of innocent people because you have a few managers who won't go to the trouble of counceling employees or documenting poor performance, it is far easier to compain that nothing can be done. If you put total control into those hands I fear for the future of a DOD workforce loyal only to persons who will ensure pay raises instead of the public which we serve. As far as flexible hiring tools, that is a joke, I have seen the Command "take care" of their Reserve Officers that they favor in the form of Temporary Positions in the name of GWOT. Someone who has lived in the area all of their life cannot acquire a civil service or contractposition , but if the Command likes someone they "make" a position for them before they are discharged.
