Comments:

1) On page 7559, document stated that the pay band will be adjusted based on the local market and the availability of funds. What would stop the Gov't from cutting this pocket of funds to financing other Gov't areas? Sounds like the Gov't can change the wages of Civil Service Employee to any level at any period of time. 2) On page 7564 indicated that certain type of preferences will remain i.e veteran and handicraft employee during RIF situation. The whole intend of this NSPS is to promote high achievers. What if high achievers are in the non-reference group and low achiever or non-performers belong to reference group? Who will be let go? Sound like a reverse discrimination policy. 3) On page 7568 indicated that Gov't is no longer paying for the attorney fee and the upper management will not hold responsible for facts that they did not know prior to taking disciplinary action again certain employee. Sound like management can choose to take legal action again any employee without throughly research all the facts and the employee has to pay for all legal fee to defend him/herself. What if this employee take action againt the immediate supervisor, then who will be paying for the supervisor attorney fee? Sounds like a system that will make lawyer rich. 4) On page 7570 indicated that employee is subjected to be move into any location that Gov't think their talents are required. What if this employee has to relocate into the war zone without proper training to protect him/herself? Soldiers are well train for combat environment but civil service employee are not. Also, Civil Service employee did not receive any benefits that soldiers receive. What happen to life and health insurance if insurance companies found out that civil service employee could be send into the war zone situation? What happen to one parent family situation when the bread provider or the only care taker being send to the war zone situation? Sound likes being a soldier is a lot better. As least I can shoot back.
