I want you to understand that I have been with the Govt. 30+ years. I have served through many different political changes and yet our DOD system has preserved a constant and devoted professonal work force capable of doing any task presented to us. This change is half politics and half a fight for control of the DOD, by taking away a system that maintains a constant, qualified and reliable work force and removing any recourses a worker has to reject or disagree with management on any level. Right now, In this era of contracting out work, you can not find any contractor responsible for quality. Contracts written today have a poor to no level of quality of product. This will only get worse as contractors recognize that schedules and money make todays contracts work. Restructing the DOD is a problem but you need to recognize that DOD workers are very selective due to the nature of our business. DOD workers are similair to a fireman in the way we are expensive, well trained, task specific. Yet when required you get a professional, qualified skilled professional to get the job done. Contractors work by the dollar. Security is always going to be a problem with contractors and fly by night jobbers, here today gone tomorrow! This will be a undedicated work force! You will have a pipe fitter doing the welding, a electrician doing you piping. These trades are crafts and skilles developed with time in the field of expertise. Not a task any pair of arms and legs could do. This present day work force is a fine example of what DOD employees are trained to do and no one should diminish their skills and dedication to getting the job done right and on time. The work force is getting older and the last 10 years have not introduced new blood to our ranks but the skills are here and we are ready to turn over our skills to whomever is going to carry on the business of Maintaining our fleet and Defending our country. I do think that the changes in your plan will affect the future worker negatively! Patricia Adams spoke to our group, she was so uninformed on the topic and she is your spokesperson selling this mess. This showed our group just how far this thing has gone without anyone addressing the basic questions affected by this new system. She is the head of this monster the rest must be a mess also! What are her evaluation items and how does she keep her job???????
