Reference E.O. 12866, Regulatory Review. Reference states DoD estimates the overall costs associated with implementing the new DoD HR system - including the development and implementation of a new human resources management system and the creation of the NSLRB-will be approximately $158M through FY2008. The costs of implemetation must be funded from some source. As a DoD, Revolving Fund Activity or "Special Installation", funds are not appropriated by congress to cover our expenses. Rather, we receive "Obligation Authority" to incur costs. How will the costs associated with the new HR system be "funded" from Revolving Fund Activities?
