NSPS if allowed to go threw will ultimately be the downfall of the federal work force.The system currently in place,has a few flaws but is all in all alot more fair.The management tools that Rumsfield and others are so worried about are currantly in place,but the managers in most cases are not willing to do the reserch needed to impliment them.I have been a federal worker for over therty years now.And in that time I have seen countless examples of the "good ole boy"syndrome in which friends often got promoted instead of the most qualified person.If NSPS goes threw this will get out of control.Automatic step increases in the currant system were implimented years ago so that loyal employees could at least get a raise based on time in service,instead of how popular he is.That often kept quality workers on the job.
