This new personnel system is harmful to federal worker morale and undermines many basic fairness principles long honored as part of the civil service employment system. This system is entirely subjective in the treatment of employees-- your performance rating and possible raises are completely dependent upon the goodwill of your supervisor. If for any reason they don't like you, or haven't been fair in their evaluation of your work, you'll have very little recourse. In other words, you're just out of luck. We as federal workers deserve better treatment and more options than this. There is the probability also of underfunding of the raise/award monies, so we may also be denied proper raises based on that alone. Our rights to collective bargaining are being limited with the new system, which is also not fair to us. In the current climate of transformation, downsizing and contracting out of our jobs, the possibility of being RIF'd is greater than ever, but with the new system being phased in, seniority will no longer count except in ties on performance ratings. This will create low morale and a climate of fear among federal workers, who will be afraid of expressing themselves in any way, because it may cost them a raise or even their job. Federal civil servants serve the American public and deserve a better and more fair system than this. This system needs to be changed back to more resemble the protections we enjoyed before NSPS for the benefit of both the workers and the public.
